Funding guidelines


The Aim of the Program:

  • To provide high-quality skills development opportunities for young people in arts and cultural activities.
  • To ensure that young people are engaged in decision-making, planning and evaluation processes during ArtStart activities.
  • To provide support and opportunity for young people to engage with professional artists.
  • To highlight and acknowledge the creative achievements of young people.
  • To encourage the development of pathways and links to further education and training in a range of industries, including the arts and cultural industries.
  • To stimulate ongoing youth arts, cultural and skills development activities by resourcing local structures and networks.
  • To provide support for vocational training and professional mentorships that are relevant and appropriate to the aspiration of the groups, individuals or organisations that apply.

Applications will be assessed that best demonstrate:

  • Development of arts and cultural activity for and with young people between the ages of 12 and 24.
  • Demonstrated inclusion of young people in the planning, decision making and delivery of the project.
  • Evidence of adequate planning and capacity to manage the project.
  • Evidence of consultation with and support from the community i.e. letters of support and involvement.
  • Ability to contribute to the ArtStart Online Festival in September 2011.

*Preference will be given to projects that demonstrate a high level of youth involvement at all stages of development.

Who can apply?

  • Incorporated not-for-profit youth and community organisations and local government authorities.
  • Groups/ensembles and unincorporated associations with a nominated auspicing body (see “What is an auspicing body?” below).
  • Individuals with a nominated auspicing body.
  • P & C committees and other incorporated bodies for youth projects involving school students.

*PLEASE NOTE: If you are already in receipt of ArtStart funding, you are INELIGIBLE to apply.

*All projects must be delivered in the boundaries of the Central Metropolitan Area and funding should mainly be allocated to pay artist fees and associated costs.

What is an auspicing body?

If your group is not incorporated, you can still apply for a grant if you have an auspicing body. An auspicing body is a legally constituted organisation that will take legal and financial responsibility for a grant if awarded. The auspicing body must sign the declaration on the last page of the application form (available in the next round).

If a grant is awarded, the auspicing body must also sign the Conditions for Payment of Grant form and is responsible for reporting on the grant within three months of the project’s completion. All correspondence and monies will be directed to the auspicing body. It is recommended that grant applicants enter into a written agreement with their nominated auspicing body highlighting respective rights and responsibilities.

Eligible Activities

Projects including but not limited to:

  • Workshops
  • Youth arts activities as part of community festival or event
  • Mentorships
  • Visual art and design projects
  • Public art projects
  • Performances

How much can be applied for?

Applicants can ask for between $500 and $3,000

ArtStart funding CANNOT be used for:

  • Purchase of equipment or capital costs or expenses
  • Rretrospective funding
  • Core administrative costs, office costs
  • Production costs of films, videos, books or other publications
  • Competitions
  • Fundraising events
  • Prizes and adjudication fee
  • General operating expenses or ongoing costs of long term continuous projects
  • Activities which could be considered part of the curriculum for schools or tertiary institutions

Letters of Support

It is highly recommended that you submit support letters relevant to your proposal, they maybe from the community, local council, aspiring organisation, youth group etc. A maximum of 5 letters may be submitted.

Please note: Indigenous artists and arts organisations are encouraged to apply. Applications with creative content and/or stated intended outcomes relating to Aboriginal or Torres Strait Islander artists, communities or their activities MUST provide letters of support from relevant Aboriginal or Torres Strait Islander artists and/or communities.

Support Material

Please note: Support material is not compulsory, however if you choose to submit any material please make sure it is relevant to your project.

Support Material may include:

  • Up to 5 x JPEGs or a web link with relevant examples of your work (Please do not send files over 2MB.)
  • A DVD of relevant material.

Payments

If successful, you will be required to submit the following documentation to Queen Street Studio:

  • A signed ArtStart Funding Agreement and Conditions for Payment Grant form.
  • Provide proof of public liability insurance for the time period covering your project.
  • A Working with Children’s Check form.
  • Provide a tax invoice for the approved amount.

Organisations registered for GST will need to forward a Tax Invoice for the grant plus 10% GST.

Organisations not registered for GST will need to forward an Invoice for the amount of the grant.

Please note: If an ABN is not provided, we are obliged to withhold 48.5% of the grant.

Things to remember

  • All applications must be submitted using the 2011 ArtStart Application Form for Metropolitan Central Region.
